Participants: Members of the Public Accounts Committee / other Oversight Committees, Technical staff supporting Oversight Committees (Clerks, Researchers, Staff from Auditors General offices), Ministry of Finance, Revenue Authority, Office Bearer’s (OB’s) and Governing Council members of SADCOPAC, Auditors General Office, Law Enforcement Agencies, Representatives from MAARIFA and USAID/OFSVC, CSOs / Media and SADCOPAC Secretariat.
Aims and Objectives:
The aim of this training programme is to empower Lesotho Members of Parliament to effectively carry out their functions of oversight over Public Sector finances as well as promoting good governance.
Overall Objective: Strengthening the capacity of the Members of Parliament and Public Accounts Committees in particular.
Objectives to understand:
The role of Parliament in exercising its Oversight function
The role of Parliament in the budget process
Parliament and its relationship with local stakeholders
Parliament and its relationship to international stakeholders
The work of Public Accounts Committees
The role of Parliament / PACs in Public Debt Management
Audit of extractive industries / natural resources in SADC
Public Finance Management (PFM)
